HR Specialist

Clay Electric Cooperative, Inc., the 9th largest electric cooperative in the nation, located in Keystone Heights, Florida, is seeking qualified applicants for the position of Human Resources Specialist. Clay Electric is located in north Florida, with easy access to beaches, outdoor activities and both college sports and NFL.

Individuals in this position perform administrative and technical support involving coordination, development and reporting of federally mandated human resource programs and as a liaison with employee benefits and payroll functions. Work is performed independently under the general supervision of the Human Resources Generalist.

Essential Job Functions include:

  • Liaison.  Liaison with Payroll and Information and Communication Technology Departments to coordinate input to the Payroll/Personnel System so that changes to the system are agreed upon and do not adversely affect the functioning of either department.  Processes and prepares for input of all personnel/payroll changes and ensures quality control.
  • Employment Applications. Receives and processes applications for employment. Pre-screens applicants to confirm information on applications and obtains additional information, if required. Administers pre-employment tests, as required. Responsible for pre-employment processing including reference checks, pre-employment physicals and new employee orientation.
  • Job Postings. Types and posts job opportunity announcements for openings within the Cooperative and recruitment ads, if required. Responds to inquiries about openings and does initial review of applicants for employment or transfer to ensure they meet minimum requirements stated in position classification guide.
  • Employee Career Management.  Distributes, collects and processes Employee Career Management discussion forms and/or performance appraisals.
  • Administrative and Technical Support.  Assists the Human Resources Generalist with conducting wage and salary surveys, Equal Employment Opportunity and/or Affirmative Action plans, and collecting, analyzing and preparing occupational information for the Chief Human Resource Officer.

Minimum Training and Experience Requirements:

High school education or G.E.D. certificate and five years of experience in Human Resources or a related field. 

Additional education consisting of coursework related to Human Resources Management, Organizational Management or Business Administration with an emphasis in Human Resources may be substituted for up to four years of the required experience.

Senior Applications Analyst

Clay Electric Cooperative, Inc., the 9th largest electric cooperative in the nation, located in Keystone Heights, Florida, is seeking qualified applicants for the position of Senior Applications Analyst. Clay Electric is located in north Florida, with easy access to beaches, outdoor activities and both college sports and NFL.

Individuals in this position will be responsible for ensuring proper technical support so that end users can accomplish business tasks.  A significant portion of time is spent building internal customer relationships, fixing issues and liaising with third party software support personnel to resolve technical issues and develop configuration solutions.

The Senior Applications Analyst shall have extensive knowledge of business intelligence technologies, data warehousing and reporting, writing SQL queries, current development tools, and scripting.

Essential Job Functions include:

  • Business Intelligence Reporting.  Work with internal customers to define their reporting requirements, determine the best reporting method to meet those requirements, develop the reporting solution and provide support of that solution over time. 
  • Tier 2 Application Support.  Next level of software application and technical issue support. Assists and advises effective use of application and information technology to business users. Work with project teams, third party vendors and Clay personnel to investigate complex issues, identify and implement solutions to recurring problems.
  • Interface Development and Support.  Enables connectivity of data between applications as necessary to support Clay business solutions.
  • Automated Solutions.  Provides programming for in-house IT projects, including updating/modifying existing custom applications. 
  • Technical Documentation.  Writes documentation and technical procedures for applications such as, but not limited to, functional specifications, conversions, upgrades, interfaces, reports, forms, and workflow.
  • Advanced Query Support.  Recommend technology solutions to improve business decision-making with a focus on the core systems, technology strategies and standards. Participate in business process and technology initiatives to improve business performance. Act as liaison and participate in defining technology solutions to solve complex, multidisciplinary business problems with long-term implications. Consult with users to identify current operating procedures and to clarify program objectives.
  • Quality Assurance. Provide quality assurance testing for the Enterprise-level applications. Key resource for testing and delivery acceptance of all changes to the AMI environments.
  • Upgrade/Enhancement Activities.  Support upgrade and enhancement activities, such as installations and testing which will require a comprehensive understanding of application environments and associated interfaces.
  • Working Relationships.  Establish and maintain effective working relationships with Clay personnel across all levels of the organization. Balance technology and business issues as well as communicate appropriately with both technology and business experts.
  • Motivation.  Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities. Proven ability to be flexible and work hard, both independently and in a team environment, in a high pressure on-call environment with changing priorities. Willingness to work occasionally outside of normal business hours.
  • Policies and Procedures.  Adhere to appropriate departmental procedures and practices (such as auditing requirements, control procedures and incident management procedures).
  • Computer Literacy. Deep understanding of databases. Constantly expand knowledge expertise with the latest technologies utilized within ICT.

Minimum Training and Experience Requirements:

This position requires a two (2) year college degree from an accredited college or university and four (4) years of experience with enterprise-class applications, two (2) years of which must have been in basic support work (testing, troubleshooting, browser use, configuration, permissions setup, work flow, etc.). 

This position requires certification as a Microsoft Certified Solutions Associate (MCSA) or a related certification, to be obtained within twelve (12) months from the date of employment.

Substitution:

Related experience may be substituted for required education on a year for year basis.

Individuals in this position must maintain a valid State of Florida driver’s license.

Knowledge, Skills and Abilities:

3+ years in general database development using SQL database tools (SQL, Oracle, etc.).

2+ years’ experience with a current reporting tool or other relevant BI Solution, such as: SQL Server Reporting Services (SSRS), PowerBI, IBM Cognos, Crystal Reports, etc.

Experience with current development tools, such as Microsoft .NET, Visual Basic, PowerShell, JAVA, etc.

Proficient with MS Applications (Word, Excel, MS Project, Visio, etc.)

Problem solving, analytical and communication abilities.

2+ years of experience with Enterprise level applications support.

Server scripting and administration is a plus, preferable with Linux scripting in a RedHat or OpenSUSE environments, and with PowerShell in a Windows environment.

Self-motivated and service minded.

Ability to work independently as well as within a team.

Field Engineer - Salt Springs District

Clay Electric Cooperative, Inc., the 9th largest electric cooperative in the nation, is seeking qualified applicants for the position of Field Engineer for our Salt Springs district office. Clay Electric is located in north central Florida, with easy access to beaches, outdoor activities and both college sports and NFL.

Individuals in positions allocated to this class and assigned to a District perform the required work in a district which involves handling electric service applications and maintaining records, and other engineering related activities. Primary responsibilities include handling electric service applications or other service inquires, preparing staking sheets and processing permits/right-of-way easements.

Individuals in positions allocated to this class and assigned to the E & O - Engineering Department perform reliable professional engineering services in the area of system planning, transmission substations and distribution design. Primary responsibilities include minor project engineering and/or developing phases of major projects. Responsibilities may also include performing engineering computations, conducting studies resulting in estimates and surveys which will produce statistical reports used in the design of project specifications.

Essential Job Functions include:

  • Work with customers, builders or developers. Work with customers, builders or developers to assure there is a good understanding between them and Clay Electric about the requirements for new services as stipulated in the Standards for Electric Service and the customer, builder or developer's needs.
  • Job Orders. Receive, stake and process job orders, ensuring required engineering and related data/records are kept up-to-date.
  • Mapping System. Utilize and maintain automated mapping system making sure projects are properly and timely entered into the mapping system to insure accurate engineering data.
  • Engineering Projects. Handle minor project engineering and/or assist in developing phases of major projects.
  • Easements. Prepare and process permits/right-of-way easements. Compile and submit reports as required or directed.
  • Cost Estimates. Prepare cost estimates as required. Make engineering studies, surveys or perform other similar work as needed. Prepare statistics, reports, minor design and project specifications.
  • Contact Manufacturer’s Representatives. Contact manufacturer’s representatives and assume minor supervisory responsibility for construction projects in the field as directed.

Minimum Training and Experience:

This position requires graduation from an accredited college or university with a four (4) year Bachelor of Technology degree plus eighteen (18) months of experience equivalent to an Engineering Technician at Clay Electric Cooperative, Inc.

Individuals in this position must maintain a valid State of Florida driver's license.

Knowledge, Skills and Abilities:

This position requires the knowledge to read circuit diagrams and maps concerning the electric system, to utilize the engineering mapping system, the customer information system, and other computer based systems, as required. This position requires the ability to comprehend and understand construction work plans.

This position requires the ability to prepare work-related studies and surveys. This position requires the ability to work with other divisions in order to render the most efficient service possible. This position requires the ability to design and prepare plans and specifications for electric distribution facilities.

This position requires a comprehensive knowledge of the National Electric Safety Code, Clay Electric’s Construction Standards, Clay Electric’s Standards of Electric Service and be knowledgeable of the National Electric Code.

The physical demands of this position require exposure to adverse elements and the normal hazards associated with working in the field such as opening gates, walking over rough terrain, heavy woods and underbrush, bad dogs and climbing fences. Apprentice Relay and System Protection Technician

Clay Electric Cooperative, Inc., the 9th largest electric cooperative in the nation, located in Keystone Heights, Florida, is seeking qualified applicants for the position of Apprentice Relay and System Protection Technician.  Clay Electric is located in north Florida, with easy access to beaches, outdoor activities and both college sports and NFL.

Individuals in positions allocated to this class perform technical work involved in substation relay protection devices owned by the cooperative. Primary responsibilities include assisting in the testing, calibrating and installation of complex relaying and control equipment; analyzing and troubleshooting circuits through the use of drawings, circuit analysis and specialized equipment; and providing technical assistance to other departments. 

Essential Job Functions include:

  • Perform Maintenance. Help test, calibrate, repair, and perform routine maintenance on protective relays and microprocessor based relay schemes, and keep accurate records on same. Assist in changing and/or adding control wiring and implement relay settings for upgraded protection and safety on the system. Assist in the installation or major modification of entire substation protection systems, as required for substation construction.  This includes complete rewiring of control panels, and alteration or installation of associated circuits.
  • Substation Protection Systems. Assist in the verification of proper operation of transmission, substation and distribution protection systems, including fault simulation to check all components of protective system prior to energizing the station or line.
  • Use and Care of Tools and Equipment. Be responsible for the use, care and security of tools, parts, vehicle, equipment and materials utilized.

Minimum Training and Experience:

This position requires an Associate of Science degree in electronics, plus specialized training in the field of microprocessor based systems.

Individuals in this position must maintain a valid State of Florida driver's license. A Florida Class A commercial driver’s license must be obtained within the first six (6) months of employment in this position.

Knowledge, Skills and Abilities:

Two (2) years of experience in a closely related field is preferred.

This position requires the ability to use electronic test equipment and the knowledge to interpret the results.  This position requires a wide knowledge of electrical theory and practical application of theoretical concepts.

This position requires the ability to use personal computers in the scope of programming microprocessor based relay schemes.

This position requires the ability to help operate vital equipment, assist in the restoration of electrical power to transmission and distribution devices during emergencies, and to help work on energized control circuits without interrupting electrical service. 

This position requires the ability to understand the meaning and significance of manufacturers’ technical publications.

Associate Engineer

  • Construction Design. Assume responsibility  for  construction  design  in  the particular engineering field.
  • Communication.  Deal directly with supervisory personnel and manufacturers’ representatives as directed.
  • Supervision as Required.  Schedule, coordinate   and   supervise  field  projects.  Provide direction to other Engineering personnel as required.

Minimum Training and Experience Requirements:

This position requires graduation from an accredited college or university with a Bachelor of Science degree in Engineering in electrical, mechanical, industrial, civil, chemical, nuclear or computer science fields plus one and one half (1 ½ ) years’ experience as either an Engineer-In-Training or a Field Engineer. Equivalent experience outside of Clay Electric may substitute on a year for year basis for the required experience.

Lineman

  • Construction and Maintenance of Power Lines. Install, remove, inspect and maintain both overhead and underground lines and equipment.
  • Switching Operations.  Perform switching operations on energized and de-energized lines and equipment, utilizing the Electric Systems Control Manual, UAI system and all safety precautions.
  • Troubleshooting and Outage Restoration.  Working independently or with others, systematically perform all duties associated with troubleshooting lines and equipment to restore electric service.
  • Operation of Equipment.  Operate construction equipment such as line truck, bucket truck, trenchers and other equipment as required. Comply with all traffic laws and related safety rules and safe work practices.

Minimum Training and Experience Requirements:

This position requires a high school certificate or State of Florida GED passing grade plus additional training equivalent to Clay Electric's Lineman Development Training Program and four (4) years of experience in an electric distribution utility, preferably through the progression of Apprentice line work. This position also requires a valid Florida Class A commercial driver's license or a Florida Class A restricted commercial driver's license.
